Russian Aide and Military Intelligence Chief to Attend Trilateral Talks in Abu Dhabi
· Confirmed
In Short: Kremlin spokesman Dmitry Peskov announced Saturday that Russia will send Igor Kostyukov, head of its military intelligence agency, and Kremlin aide Vladimir Medinsky to trilateral talks with the US and Ukraine in Abu Dhabi on Tuesday and Wednesday.

Russian, Ukrainian, and US negotiators will hold talks in the United Arab Emirates on Friday, marking the first meeting attended by all three countries since Moscow launched its full-scale invasion nearly four years ago.
Kremlin aide Yuri Ushakov said the talks were “substantive, constructive and very frank,” but reiterated that any agreement for durable peace would not be possible without resolving territorial issues.
President Volodymyr Zelensky had previously stated on Oct. 28 that he expects the planned trilateral negotiations to take place in mid-November, with Washington yet to confirm a date.
Ushakov also said that Putin thanked the United Arab Emirates for hosting the negotiations and that the meeting could take place in Abu Dhabi after Nov. 4.
According to the report, the delegation includes presidential aide Vladimir Medinsky, who was confirmed as the head of Moscow’s delegation earlier this week; Russian deputy foreign ministers Sergey Ryabkov and Mikhail Galuzin; Igor Kostyukov, head of Russia’s military intelligence agency, the GRU; and Yury Zhigarlovsky, deputy head of the Russian General Staff’s Main Operational Directorate.
Ushakov said he did not anticipate major progress at the first trilateral meeting after the pause, describing it as a “trial run.”
The Kremlin's announcement that Russian diplomats and military officials will join talks alongside the U.S. and Ukraine marks a significant step in the diplomatic process.
The last U.S.-mediated talks took place in February, before the United States and Israel launched a war against Iran.
