The European Union has reiterated its call for Ukraine to significantly step up the pace of rule of law reforms, according to a document released by Brussels. The document emphasizes the need for Ukraine to meet key requirements in this area by the first half of 2027 before negotiations in individual policy areas can be provisionally concluded.

The EU enlargement report presented on Tuesday noted that Ukraine must urgently and significantly step up the pace of rule of law reforms. The report, which is 109 pages long, contains repeated criticisms regarding the lack of progress on the rule of law and anti-corruption efforts.

The EU and Ukraine formally launched accession negotiations on June 15, 2026, focusing on the first of the six ‘clusters’ that make up the acquis communautaire, the body of EU laws and rules with which candidate countries must comply. The ‘fundamentals cluster’ deals with the rule of law, democratic institutions, and good governance.

Before Ukraine closes all chapters, it will have to get sign-off on some rule of law reforms, classified as 'interim benchmarks.' The EU Commission says it is committed to supporting Ukraine's 'ambitious' objective of closing accession negotiations by the end of 2028, but it also stresses the need for an acceleration of the pace of reforms.

Montenegro, which started accession talks in 2012, is seen as the frontrunner among the six countries of the Western Balkan region, with negotiations potentially concluding by the end of 2026 if reforms continue, while Albania could finish by the end of 2027. The EU enlargement commissioner, Marta Kos, said, 'They advanced most on reforms in the past year. At the current pace and quality of reforms, we may be able to conclude accession negotiations in the coming years.'

The Commission said Albania, Moldova, and Montenegro were 'on track' for EU accession by 2030, while it also said Ukraine’s 2028 target remained 'ambitious' given the size of the country.

The EU engagement should prioritize reforms in the fundamentals, supporting progress towards opening Cluster 3 and meeting the interim benchmarks for Chapters 23 and 24. Ukraine and the EU must implement necessary reforms, while the EU must find a quicker way to respond to the geopolitical imperative of keeping Ukraine in its camp.

The Treasury spokesperson said the reforms are designed to encourage more people to invest in stocks and shares, while retaining the 'generous' £20,000 tax-free ISA allowance.

Prime Minister Narendra Modi called for sweeping reforms in global governance, saying the Global South must move from 'being a rule-taker to a rule-shaper.' He said, 'While strengthening BRICS, we must also chart a course for global reform. The current structure of global governance resembles a pyramid: power and decision-making are concentrated at the top, while the lower tiers consist of nations that are affected by these decisions yet unable to shape them.'
