A civilian cargo ship, the Khoryv, sank after being struck by a Russian drone near Romania's Black Sea coast on Oct. 23, Romanian authorities reported. The ship was sailing from Turkey under the flag of the Cayman Islands and was crewed by Ukrainian and Azerbaijani nationals.

According to Romanian President Nicusor Dan, one person was confirmed dead and three others were missing from the 13-member crew. The ship was reportedly heading toward Sulina, Romania.

In response to a series of attacks on civilian shipping, NATO plans to increase its military presence in the Black Sea by deploying additional maritime patrol aircraft, radar systems, and drones. This decision follows a pattern of brazen Russian strikes on civilian shipping in the Black Sea, part of a broader escalation in Russia's economic warfare against Ukraine this year.

The attack is the latest in a series of incidents that have expanded beyond waters immediately adjacent to Ukraine and into the exclusive economic zones of NATO members Romania and Bulgaria. European Commission President Ursula von der Leyen said that attacks on civilian shipping are unacceptable and that commercial ships and civilian crews are being targeted.

Romanian authorities said that two people had died in a fire on a ship in the Black Sea outside Romania’s territorial waters, following the drone attack. Russian authorities issued no immediate comment on the incident.

The incident has drawn international condemnation. Senator Richard Blumenthal wrote in a letter addressed to U.S. Defense Secretary Pete Hegseth that the decision to limit critical technology for a key ally puts Ukrainian forces at risk and their people in peril.

The tanker Agioi Fanendes is delivering the first cargo as part of a deal announced by U.S. President Donald Trump on Oct. 9 to purchase Russian diesel, highlighting the complex geopolitical landscape surrounding the conflict.

Restrictions were placed on incoming and outgoing flights in several Russian airports, including Sheremetyevo, Domodedovo, Vnukovo, and Zhukovsky, according to Russian civilian aviation authority Rosaviatsiya.

The attack is part of a broader escalation in Russia's economic warfare against Ukraine, with NATO and other international bodies responding with increased military presence and diplomatic pressure.

In a separate development, the exchange of prisoners of war saw 270 Russian prisoners returned to Russia from Ukrainian captivity, according to Romanian President Nicusor Dan.

The incident underscores the ongoing and intensifying conflict in the Black Sea region, with all the rules of international law now being violated, and civilian vessels being attacked at sea.

The attack on the Khoryv is a new example of the tragic consequences of Russia’s aggression against Ukraine, according to a Ukrainian official who told the Kyiv Independent on Oct. 22.
