Emergency workers continued to search for survivors under the rubble of the apartment building in Pryluky. The National Police of Ukraine reported that the death toll had risen to nine, including three children, and later to 19, with another child's body recovered in the evening.
Local officials in Pryluky announced three days of mourning from October 7-9. The attack has left the city in a state of fear, with residents hunkering down in subway stations overnight to avoid incoming strikes.
