Norway has proposed a budget that includes nearly $9 billion in new support for Ukraine, according to the Norwegian government's plan announced on October 7. The proposal, part of the 2027 defense budget, aims to maintain its aid at the same level as 2026, with a total allocation of 85 billion Norwegian kroner ($8.89 billion) for military and civilian support.

Prime Minister Jonas Gahr Store emphasized the importance of continued strong support for Ukraine, stating, “It is important in the current situation to reaffirm our continued strong support for Ukraine: political, financial and military.” Store was set to meet with Ukrainian President Volodymyr Zelensky on Monday to discuss the aid.

The Norwegian government's proposal must be included in the 2026 budget proposals due for presentation in October. According to the Kiel Institute think tank, Norway has been the second-largest European provider of military aid to Ukraine in May and June, behind Germany.

The new budget proposal comes as Ukraine and the EU are increasingly pressuring third countries to increase their financial contributions to Kyiv, which faces a significant budget shortfall of 1.66 trillion hryvnias ($40 billion) for 2027.

Norway has also recently contributed 90 million euros ($100 million) to the EU's Ukraine Facility, which disburses funds to Ukraine in return for it passing key reforms. This support reflects the broad public backing in Norway, a country that shares a border with Russia.

Chernihiv Oblast Governor Viacheslav Chaus expressed hope that Russian President Vladimir Putin would end up in custody in The Hague or in hell on Putin's birthday. Analyst Josefine Christensen from the Danish national security and intelligence service (PET) noted that Russia is increasingly focusing on targets directly connected to Western military support for Ukraine.

The Kiel Institute's Ukraine Support Tracker shows that since the start of the full-scale Russian invasion, Norway has been the ninth-largest donor to Ukraine by total allocations.
