According to the U.S. Attorney's Office for the District of Massachusetts, Miller launched a business called 'Collect The Periodic Table' to sell samples of chemical elements, including radioactive plutonium and toxic thallium.
The plutonium was imported illegally from Russia and shipped through the U.S. mail, prosecutors said.
In addition to the radioactive material charges, Miller pleaded guilty to being a felon in possession of ammunition and explosive materials, and possessing child sexual abuse material.
A search of Miller's residence in April 2025 revealed numerous potentially hazardous chemicals and radiological substances in his basement, including alkali metals, acids, oxidizers, arsenic, and other substances.
The Massachusetts Department of Environmental Protection expressed concern about the potential impacts on public safety, noting the risks of accidental release, container breakage, and chemical reactions.
Miller's criminal history dates back to at least 2002, when a search of his residence uncovered an apparent rocket launcher, a pipe bomb, and video of Miller setting off improvised explosive devices.
The U.S. Attorney's Office stated that Miller had exhibited a 'long-standing and unlawful obsession with explosives, dangerous chemicals, and radioactive substances.'
