Speaking at the IISS Prague Defense Summit, Breuer stressed the importance of learning from Russia’s invasion of Ukraine to adapt to evolving security challenges. He highlighted that military hardware and advanced technology alone are insufficient to safeguard Germany.
The readiness target for full Bundeswehr operational capability by 2029 is supported by legislative changes that ease Germany’s constitutional debt brake for defense spending. This allows for significant long-term investment in military modernization.
Breuer’s remarks come amid heightened security concerns, including a recent plot involving explosives smuggled into Germany through Balkan freight routes and linked to Russian military intelligence operatives.
