In Short: The Indian Electric Mobility Index 2025, released by NITI Aayog, highlights the progress of electric vehicle adoption across states and union territories.

According to the Electric Mobility Index 2025, the composite scores on performance across all 36 States and Union Territories (UTs) range from 10 to 84, with a median score of 40.5, reflecting the varying levels of electric vehicle (EV) implementation.

Delhi, Chandigarh, and Maharashtra are the only UTs and states to qualify as top performers in transport electrification progress, which carries the highest weightage of 50% in the index calculation. This indicates a strong focus on improving the infrastructure and policies related to EVs in these regions.

The India Electric Mobility Index (IEMI) 2025, released on September 16 by NITI Aayog, is a comprehensive assessment of the e-mobility ecosystem and the adoption of electric vehicles in India. It offers a dynamic comparative analysis of the progress of road transport electrification across Indian states and union territories.

The index is a first-of-its-kind and is based on 16 unique performance indicators under three thematic categories: Transport Electrification Progress (50% weightage), Charging Infrastructure Readiness (30% weightage), and EV Research & Innovation Status (20% weightage). This structure provides a detailed understanding of the factors driving the development of the e-mobility ecosystem in India.
