Punjab Eases Rice Milling Norms Ahead of Procurement Season

In Short: Punjab is relaxing rice milling norms ahead of the paddy procurement season, as a storage squeeze forces the state to ease delivery deadlines.
Ahead of the paddy procurement season set to begin on October 1, Punjab is easing rice milling norms to address a storage crisis. According to the Punjab Food, Civil Supplies and Consumer Affairs Department, 156.10 lakh metric tonnes of paddy procured during the previous season is still stored with rice mills.
Under the normal custom milling arrangement, millers are required to complete delivery of rice by March 31. However, the 90 per cent criterion will now allow the government to allocate paddy to millers who have substantially met their earlier obligations, despite the storage pressure.
Prem Goel, president of the Arhtiya Association of Punjab and a rice miller, stated, 'The issue of storage space has been repeatedly raised. The old stock is still occupying space in mills and warehouses, while the new paddy season is about to begin.
The procurement chain starts with government agencies purchasing paddy, which is then stored with rice mills for custom milling. This move is aimed at alleviating the storage burden and ensuring the smooth start of the new procurement season.
