The chief biodiversity officer, James Todd, said heading into the spring breeding season surveillance efforts would be focused on high-risk areas, including the Mornington Peninsula, Port Phillip Bay, Western Port Bay and the Gippsland lakes, places that were important breeding grounds for waterbirds and marine mammals and near poultry facilities.
