According to Sarkar, the earliest recorded instance of Vande Mataram being sung during Swadeshi processions that year occurred on August 29 in Hooghly , as reported by the Amrita Bazar Patrika. The circular threatened schools with the withdrawal of subsidies, recognition and other forms of official support if students were found singing Vande Mataram.

The repression began with RW Carlyle, the Chief Secretary of the Government of Bengal, who issued a circular in October 1905 ordering collectors and magistrates to suppress students’ participation in the Swadeshi movement.

The Partition of Bengal was announced on July 19, 1905, by Viceroy Lord Curzon, with its implementation scheduled for October 16.
