The Pentagon reported to Congress that U.S. military strikes against Houthi rebels in Yemen in 2025 resulted in 153 civilian deaths and 243 injuries, according to The Hill. The report, which was dispatched to the Senate Armed Services Committee on Monday, highlights the ongoing scrutiny of U.S. military operations in Yemen.
Amnesty International's investigation into the migrant detention center in Yemen found that the attack killed and injured dozens of African migrants, with many held by Houthis for their irregular immigration status. The incident is being probed as a potential war crime.
The Pentagon is required to provide Congress with an annual report on civilian casualties in connection with U.S. military operations, as stipulated in Section 1057 of the 2018 National Defense Authorization Act. This report comes amidst ongoing reviews of 15 incidents related to Houthi airstrikes, which are under investigation by the department.
The staffing at the department’s Civilian Protection Center of Excellence (CPCE) was significantly reduced, going from 40 civilian, military, and contractor support employees to nine full-time employees by the end of fiscal year 2025, according to a report to Congress.
